Well for starters what they do is allow or deny specific Account names or IPs into your server. If a server you are running only has a .allow file then it is only the people on the list that can get in. If it only has a .deny file then those people can't. In conjunction they work fairly well to keep the un-wanted out of your server. Downsides include people you want not getting in because their name isn't on the allow list.
I'm not sure if the actual way it is setup is the same as the .dev file but it should be close.
That means one account or IP per line.
Ie. server.allow: Tovec Burton1 Grove 172.20.19.20 server.deny: Skillet Mars 81.68.112.69

Open the file using notepad. Then enter the names or IPs one line per.
I said what it did because I'm not just informing you but anyone who wanted to use the files.

I know you can't to DEV files but I'm pretty sure you can at least to Deny files. Like I said the code may be different because I don't use .allow or .deny files and I'm not at my computer to verify them at the moment. Last I versions I had were from Jenny Jameson and they had IPs in the .deny because she was trying to ban Skillet from her servers.

In deny file you type in "all" then in allow file you type in the names you want to allow into your server. If you don't the whole idea doesnt work

So that's why when I did it last I had people I didn't want in my server! Must remember that. Thanks KD.
Oh, was I right about how you did the file though and about IPs?
